Pamlico Correctional Inmate Custody
Pamlico Correctional Institution is operated by the North Carolina Department of Adult Correction. NCDAC lists the facility in Bayboro, in Pamlico County, and identifies it as a male medium-custody prison. The facility page lists Warden Mark Fleming, an offender capacity of 550, and an ACA-accredited facility marker. This is sentenced state custody. It is not the Pamlico County Detention Center and it is not operated by the sheriff.
The distinction is practical. A person newly arrested by Pamlico County deputies, Oriental Police, or another local agency may be booked at the county detention center. A person sentenced to state prison becomes part of NCDAC custody and can be assigned based on custody level, sentence, health needs, programming, bed space, and department needs. A Pamlico County conviction does not mean the person will be housed at Pamlico Correctional Institution, even though the prison is located in the same county.

Pamlico Correctional Capacity
NCDAC lists Pamlico Correctional Institution with capacity for 550 offenders. It is a male medium-custody facility about 18 miles east of New Bern. The research also notes that the prison has two housing units for the regular population, a 24-cell restrictive housing unit, and a 24-cell protective custody unit. Those prison custody terms are different from a county jail housing assignment after arrest.
An older correctional population table listed Pamlico Correctional Facility with a state prison correctional population of 562 dated June 30, 2012. That older figure is historical context, not a current head count. NCDAC did not publish a current daily count in the research material beyond the facility capacity. The page should not infer a current population from capacity.

NCDAC says the offender search provides state prison, probation, parole, and historical information back to 1972. The same NCDAC material says the database does not include county jail information. That means a sentenced state prisoner may appear in the state locator, while a person in the Pamlico County Detention Center after a fresh arrest should be checked through the sheriff's jail process instead.

Pamlico Correctional Visits
NCDAC prison visitation rules apply at Pamlico Correctional Institution. Visits are by appointment only, and visitors must be approved before a visit. NCDAC explains that the offender gets blank visitor applications and mails them to prospective visitors. Completed applications are returned to the facility for review. Each offender may have up to 18 approved visitors, including adults and minors, and standard visits are normally limited to one session per week for no more than two hours unless the warden modifies operations.

Pamlico Correctional Mail
NCDAC mail rules apply to Pamlico Correctional Institution. Pamlico Correctional Money
NCDAC prison deposits use statewide methods. The research lists ViaPath/ConnectNetwork online and mobile deposits, phone payments, Western Union, and money orders to TouchPay. Only approved visitors may deposit funds. NCDAC states that web, mobile, phone, and walk-in deposits are generally available the next business day, while money orders may take up to ten business days though TouchPay tries to process them sooner.

Pamlico Correctional Programs
State prison intake is different from jail booking. A sentenced person enters NCDAC custody, goes through state classification, and is assigned to a prison based on factors such as custody level, sentence, health, behavior, program needs, and available beds. Pamlico Correctional Institution is one possible assignment, but not an automatic local destination for every Pamlico County conviction. For local arrest intake, use the Pamlico County Detention Center custody path.
NCDAC's facility history says Pamlico Correctional opened in 1998 as a private prison owned and operated by Corrections Corporation of America. The state assumed operational management in October 2000 and later purchased the facility. NCDAC says the prison prepares offenders for transition and re-entry by providing educational and personal growth opportunities.
Pamlico Community College provides courses at the prison. Vocational and educational offerings in the research include human service technology, masonry, horticulture technology, plumbing, carpentry, computer information technology, electrical systems technology, dental technology, adult basic education and high school equivalency, business administration, developmental education/basic skills, and Focus on Freedom. The prison also has a New Leash on Life program in partnership with Carteret County Humane Society, Pamlico Pals for Paws, and community supporters.

The research captured June 2-3, 2026 WITN and WCTI reporting about an SBI investigation after the death of Rodney Meadows at Pamlico Correctional Institution. Reporting said NCDAC indicated he was found unresponsive alone in his cell shortly before 5 a.m. That is state-prison news, not a county-jail roster fact, and it should not be used to make unsupported claims about general prison conditions.
